Higher Education Federalism: Regulation and structure of higher education in “federal type” systems

This project aims to explore, compare, and explain the peculiar features of postsecondary regulation, management, and coordination in “federal type” countries (most of which have arrangements of divided responsibility for the higher education between national and regional levels of power). The study will focus on the relationships between national and regional levels of governance, and on the connection between of the organization of higher education and interregional differences. The focus will be on individual countries, since historical traditions and contemporary realities differ substantially from one country to another. However, an effort to formulate common approaches will be expected. The project will attempt to analyze the case studies in order to suggest a comparative analytical framework for the organization of postsecondary systems in “federal type” systems.
