Higher Education System Dynamics and Institutional Diversity in Post-Soviet countries

Purpose of the study
The purpose of the study is to investigate the institutional landscape in higher education systems in post-Soviet states as the consequences of the various factors’ influences. The main aims of the study is to track the major transformations in higher education and its environment, to grasp the uniquenesses of Soviet legacy in each former Soviet republic and, ultimately, come to understanding of core issues in higher education structure changes.
The relevance of the study
Since the collapse of the USSR both higher education system and environment have been dramatically transforming. In this context we have a unique chance to track these changes and to determine the specific features of higher education institutions and entire sector that can be hardly done in the well-established higher education systems.
Significance of the study to the field of comparative or international education. While in the developed countries of the world the higher education researchers and policy-makers put a special emphasis on the structures of higher education systems, the researches on shape of national higher education systems in the former USSR states are still lacking.
Analytical framework
The study constitutes of two interdependent parts. Firstly, in order to investigate major transformations and determine the relevant factors the research bases on higher education literature on each state. For broadening the understanding of the range of factors the analysis also employs economic and political science literature, country reports of international agencies, and statistical reviews. Secondly, the study focuses on the investigation of higher education landscape by introducing quantitative analysis of different groups of HEIs. Expert intervies and case studies on particular HEIs and relationships strengthen analytical framework.
Project participants
The international project “Higher education systems dynamics and institutional diversity in post-Soviet countries” is conducted by Institute of Education (NRU HSE, Moscow) in partnership with the World Bank. The project involves researchers from different countries working on the analysis of higher education systems’ changes in Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.
